I'm assuming you want you want to be a team captain in EU Pub. I'll repeat what I said in the previous thread.
In order to be a team captain you have to buy diamond membership from http://shop.rankedgaming.com/shop/. When you buy it talk to an admin to vouch you.
Alternatively, you can participate in the monthly leavers competition.

What you need to do is keep reporting leavers / gameruiners / afkers and hope that you'll be one of the top 3 reporters (i.e. one of the top 3 guys with highest number of reports). If you are one of the top 3 you'll get diamond membership.
