Hi I would like to know the program is used to set the latency in game in RGC. For example if I write !latency 60 it will say "Setting game latency to 60 ms." Obviously you need TC Rank or Higher. But I would like to be able to set my latency off of RGC. Thanks for ur help.

You simply need a diamond membership with team captain rights to do that.

Exactly,if you want to set latency you should have "team captain" in a room (in eu/asia public .... you must buy "diamond member" to get team captain for set latency,but in leagues you have to follow the rules which can give you team captain) .
