I also have a question. Why are some people vouched to DR.Community and DR.Inhouse without any vouch request and without 30 games? Let's take as an example a player blight|TARDOOS. Can anybody here answer me?

That's what we call "ninja-vouches". They are usually known good and mannered players (The_13abyknight for instance), but if they fail on any plan they are insta unvouched and have to make a real request.
