Head to the RGC shop and purchase a diamond membership it will cost you 200 RGD's which is equivalent to 30 dollars, then message one of the staff members in (Eu) Public, they should grant you TC rank.

You have to buy 200rgds ( 30$ ) from the shop then ask any admin or above to set you TC rank in all public channels .
