Cant Go in!

I saw roger post the new link of the rev-8 RGC,I downloaded it but when I try to extract it I get a message that says"! C:\Users\user\Downloads\RGC-Online-rev8.zip: The archive is either in unknown format or damaged"so I don't know whats actually going on.Help.
