Can't Login Bug Help PLEASE

I am getting this message trying to login for quite some time now,i honestly don't know what this means and what i did wrong.I hardly played in RGC earlier as there were lag issues,but now as in my region the server is improving,ppl are starting to play more in RGC,so did i until one day this appeared when i tried to logging after a long time.Reinstalling RGC didnt work.Some of my frnd told me to reinstall windows,but couldn't do so as so much stuff are in C drive.HELP PLEZZZZZZZ :(:(

I found out the Pic is too small to see,here's what it is written there:

Delete all your RGC folder, and re-download.
