Is the game video-based, uses rendered charcters, or both? From the screenshots it looks like two different games.

Site-wise: I dislike Flash. It's cumbersome to navigate, slow to load, and uses too much CPU. (Some sites are better, but still, HTML/JS is the best choice.)

Let me explain how the game looks like.
You are wondering in a 3d world (interactive mode), and there's a game character, doing something, most times looks left, and right, typing in a keyb, etc. when you go near the character, or click on him .! Voila! the video is triggered, and you see the video sequences and you usualy have choices on how to behave!!! (meaning : rude, polite, cunning etc.). :P
Also there's a notepad available, and when you persuade a character to give you info, he 'fill' the gaps you have.... :o

So it's a Myst-style 1st person game with pre-rendered 2D scenes, interspersed with video conversations and cutscenes?

Nop, nothing like that. Its a full 3d world, that you can go freely anywhere you like, and as close, as high or as low as you want to go.
Each lever is formed by up to 400.000 poly's and almost 200 different textures per level.
Each texture is up to 2048x2048, so imagine the quality.... ;)

But it's 1st person?

Good textures help, but it's not all about the textures. :)

Of course, it has to do with consepts, wolds, and then modelling, texturing, and the most critical of all - Lighting, the one that sets the mood on every scene....

So...a bit like Tex Murphy!?
I never played those games, but presentation wise it sounds the same.
