$3 Team Captains are not allowed to use !start or !start force commands, even in games hosted by them.

This is not my rule, but the RGC. Just do enforce the rules.

Unless the game was hosted by someone else, I don't see any problem with that person using !start force if everyone in the game was alright with that. The so called "rules" serve as a general guideline for what's right and what's wrong. Rules are not meant to be followed blindly. As skyfire said, these general rules may be altered in unconventional situations.
Just my 2 cents.

You weren't even in the game, besides everyone was ready except one person and the game went on with no complain.

NOONE got affected by the start force !
