Hello, I am a staff room in Bolivia, I'm always enforcing the rules in my room, but it bothers me that one of higher rank do that, takes away the respect due a staff. I honestly do not know if I will always do, in my opinion are his friends, I wonder if they can really do that, remove the ban when they want.
You do not have the ability to be a serious Head Admin, please request a response to be sure.

cannot say if the abuse is valid cos we dont know what the abuser talked to head admin. and on the basis of that he unbanned him.

But after your second ban , if he had unbanned him then thats the case of abuse. cos he was caught spamming again.

An advise:
if u see some1 spamming dont ban him immidiately. kick him out of room with a warning, if he do so again then ban him for few hours.
