Reason(s) why he deserves to be banned: Speaking nonEnglish whole game, even after they had been asked several times to speak English + flaming (i know that i flamed too) + and he is proud of haveing alot of acc's and he say he can easy make a new acc and stuff like that.

I don't really know what to do with that... some flaming by gusle, Belthazor, noxli and RhaZiel..
Also gusle and Belthazor don't stick to English only after being asked to do so, but imho you can really ask in a more polite manner...
