In my opinion it is a huge difference if somebody just throws flames around like nothing or if he is attacking others for something they do, like being bad mannered, but not actually flaming. While the second is also bad it is kind of ok in small doses. If somebody acts like an idiot you should be allowed to call him out for it.

TLDR: Random flaming should be punished hard and attacking without flaming moderated on a case by case basis.

Unvouch, and admins, I think you should check more games of this teod|george. I remember him as a whiner, blamer and bad manners from ih games. If it's not enough for unvouch on community, I think it is for Inhouse.
