refuse to pick hero in cm games?

someone refused to pick his hero in a cm game, and all other players could do nothing but to suffer from him. we couldn't even ff if he doesn't want to. so we have to waste a whole game's time just coz of someone feels not like to play his hero? wtf?
must add "kickafk" command to kick those players being longtime afk imho.

Yes, It happened to me once. You can !votermk if the counter didnt go over 20min time (if the pick/ban phase didnt last long). If it did then there is a problem. Somehow DOTA doesnt recognize unpicked heroes as AFK (here is a link to my thread at bugs to see exactly what I mean http://www.mymgn.com/board/showthread.php?68309-Take-a-look-think-that-a-bug-happened )

Even if he creatas new acc, he will be not able to join that channel with new acc.
