My sugestions is, only members with any kind of access ( tc, tm, vip, i.s., mod., voucher, admin and head admin ~ global admins), can use %c and also %b/%i

So, only the staff of the channel could use this, to avoid flams, spams and any kind of publicity. Non-subscribers/safelistes cant use color more.
