Plz i need help or at least an explenation

This is my issue a friend told me to try RGC to improve my dota skills and because my lag in garena was 300 or so
and he said that this server offerd way less lag well the first time i installed it it worked fine (2 days ago) then the next morning this happend http://prntscr.com/6t6ul after that i did what the message said and restarted the thing like a gazillion times, didnt do anything.
After i log in i see the players queud whit some names to star a game, I press sign in, my name dosent show on the queu list and nothing changes then after while http://prntscr.com/6t6ul this appears. I read its not supposed to affect my ability to join games yet none appear in the warcraft so it�s anoying. Well the wierd thing is that i reinstalled it yesterday and after the 8 time i (redownload) it from the home page it worked fine again and again this morning all happend again when im playing my ping is 190 200 tops so i dont lag that much my internet connection is 512kbp/sec i live in bolivia and i get the mesagge http://prntscr.com/6sfsm and i read in your facebook wall some people comment its an issu and im wandering if its realted so i would like to ask what can i do if its a connectivity issu or a client issue if its the first well ill just keep on garena and wont interrup any firter if its a client issu i would like to know if theres is a way to solve it pla and thank you meepoo

The most likely explanation is that it was an internet issue. In any case, it appears that the problem has already been solved.
